The California JPIA makes the following coverage available exclusively to its members:

Liability Protection Program

  • General and Automobile Liability of $50 Million per Member
  • Includes Subsidence with a $25 million sublimit

Workers’ Compensation Program

  • Statutory Limits
  • Employer's Liability of $10,000,000 per Occurrence

Property Insurance Program

  • Replacement Value
  • All Risk (standalone coverage) with optional Boiler & Machinery
  • Vehicle Physical Damage (standalone coverage)
  • Earthquake and Flood (standalone coverage)

Pollution and Remediation Legal Liability Program

  • Aggregate Limit: $50 million for three years for all members
  • Per-member Aggregate Limit: $10 million for three years

Crime Insurance Program

  • Limit: $1 Million per Member (higher limits available)

Special Event Tenant/User Liability Program

  • Includes: Recreation Instructors' Liability
  • Limit: $1 Million per event/instructor

At present, California JPIA has invested reserves in excess of $150 million. The investment program is administered by Public Financial Management (PFM) in accordance with California state law and the Authority’s investment policy. Investment objectives include safety, liquidity and yield with a strong focus on capital preservation.

Each self-insured pool undergoes an annual retrospective deposit computation based on current incurred loss valuations. Adjustments are then made to each member's prior deposits.
 

2008-2010 Budgets

The California JPIA’s 2008-09 and 2009-10 budgets continue to move the Authority forward on a path of delivering value to the members through innovative services and programs. The budgets make targeted investments that are critical to ensuring member risk management efforts and building a better infrastructure for the Authority’s future.

Authority staff developed this budget document based on a series of careful choices aimed at addressing the members’ highest priorities while also maintaining fiscal responsibility. As before, this budget document incorporates the Authority’s strategic plan, detailing revenues and expenditures in alignment with departments and activities. Each department is introduced with summary information, and each division or activity is explained alongside the specific expenditure details.

Membership

The California JPIA, as authorized by its joint powers agreement, operates as a membership organization.  Public agencies with good loss experience and risk management efforts are welcome to apply for membership.

Upon request of the legislative body of an interested public agency, California JPIA staff will visit the agency to explain the programs and procedures. To process the membership application, a $1,000 fee is required. The fee is refundable if the agency is not admitted to membership. If admitted, the fee is applied toward the initial primary deposit.

Upon payment of the application fee, the California JPIA will undertake a risk management audit of the agency.  After review and consideration by the Underwriting Committee and Board of Directors, recommendation to the Executive Committee for membership may be made.
