The CALIFORNIA JPIA makes the following coverage available exclusively to its members:

Liability Protection Program
Limit: $50 Million per Member per Occurrence
Annual Aggregate Limit: $45 Million per Member
(Products/Completed Operations only)
Subsidence Sublimit: $25 Million per member
($10 Million Annual Aggregate applies to excess insurance)

Workers Compensation Program
Statutory Benefits
Employer's Liability: $10,000,000 per Occurrence

All Risk Property Insurance Program
Replacement Cost Coverage on Scheduled
Property at Declared Values
Deductible: $5,000 ($1,000 for non-emergency vehicles)
Optional: Earthquake and Flood

Environmental Insurance Program
Limit: $50 million for three years
Per-member sub limit: $10 million per member

Crime Insurance Program
Limit: $1 Million per Member (higher limits available)

Special Event Tenant/User Liability Program
Includes: Recreation Instructors' Liability
Limit: $1 Million per event/instructor

Personal Lines Insurance Program (PLIP)
Available to current employees, retirees, council members and commissioners.
Participants individually underwritten.
Coverage available: automobile, valuable possessions, homeowners and renters
Limits and deductibles vary by participant.

At present, CALIFORNIA JPIA has invested reserves in excess of $180 million. The investment program is administered by PFM following accepted governmental guidelines to maximize investment income, while assuring stability and fiscal integrity.

Each year, each self-insured pool undergoes a retrospective deposit computation, based on current incurred loss valuations. Appropriate annual adjustments are then made to each member's prior deposits.

 

Membership

The CALIFORNIA JPIA, as authorized by its Joint Powers Agreement, operates as a membership organization. Cities and other public agencies with good loss experience and risk management attitude are welcome to apply for membership.

Upon request of the legislative body of an interested public agency, CALIFORNIA JPIA staff will visit the agency to explain the programs and procedures. To process the membership application, a $1,000 fee is required. The fee is refundable if the agency is not admitted to membership. If admitted, the fee is applied toward the initial primary deposit.

Upon payment of the Application Fee, CALIFORNIA JPIA will undertake a risk management audit of the agency, for submission, with recommendations, to the Executive Committee. After consideration, the Executive Committee may recommend admission to the Board of Directors for formal approval.

The CALIFORNIA JPIA employs a small staff, which directly provides many services to Authority members, including advice and assistance in risk management organization, loss control, operational audits and general insurance advice. In addition,CALIFORNIA JPIA relies upon a number of firms to provide services to members. Among these are
